Look at who sends the bill. If it comes from Austin Energy, that is your answer. If it comes from a retailer you chose — Reliant, TXU, Gexa and so on — you are on the Oncor side, with Oncor appearing as the delivery charge inside that bill. A heat pump water heater is the exception worth raising generally, since it is electric and far more efficient than a standard electric tank — though it needs space and air around it, which not every Pflugerville utility closet has. Do you need a permit to replace a water heater in Pflugerville?
